Somali Prime Minister Mohamed Hussein Roble will leave his post on January 23, 2022, with the new President Hassan Sheikh Mohamud designating the substantive government.
The dominant management style of the country is the 4.5 clan system. There are four major clans in Somalia: Hawiye, Darod, Dir and Digil & Mirifle (Rahenweyn).
Minor clans other than the four major clans are considered 0.5.
Prime Minister Hussein Roble and new President Mohamud are from the Hawiye clan, but the Prime Minister is from the smaller Habar-Gidir sub-clan, and the President is from Abgaal. As such, they cannot simultaneously maintain their position according to a tribal system known as 4.5.
